IT governance and infrastructure is significantly more complex with all of the newly mandated privacy compliance issues. No longer is it the case that information that is contained in an enterprise's data base is the sole property of the enterprise. With GDPR in the EU, users now own and can control the personal and identifiable data about themselves. Enterprises need to key that in mind. They need to have a very granular way to access, flag, and remove that information.
California, not to be undone by the EU passed its own privacy mandates with the California Consumer Privacy Act (CaCPA). IT is not as complete as the EU's mandate but it is significantly more stringent than anything else in place for U.S. base companies.
